Town view links at the bottom of the page.
First link past global page(centre) link .
Click on it,
Click membership.
Scroll to find Jarl.
Click Jarl.
Write message.
Hit send.
On chat page , click on players name in players message.
If you mean to all players.
The link is in the same place as first suggestion.
5th option Message to clan.
Click open, type message, send
