Get scrolls by using clan task refreshers to gain loyalty points. I'm going to go ahead and assume that you can only buy them with loyalty points in the clan store because they are only used for the clan. It shouldn't take too long to get enough scrolls for stronghold construction and upgrades as long as everyone in your clan is aware of their importance and how to get them. 

That said, this topic has been addressed in several other threads... Recently, even. Please take some time to look through other posts next time you have a question before creating a new one. You're likely to find answers much faster that way or else find similar-minded people to discuss with. Plus.. It keeps the clutter to a minimum, which you will be very grateful for when you find what you're looking for thoroughly detailed and discussed in one post. ;)
