Cannot buy units with discount generator.

I entered the game and clicked the discount generator.  With the new window of the discount generator, i clicked the apply button which showed a new window with sector units with discount.

I clicked one unit (ex: Hyperion Helijet) clicked on any place of my sector to put the unit and the item isn't placed but showed one error message.

The units i choose should have been placed on my sector.
