No. Unfortunately even if you select country, the currency of the sentence is not changed. Is still USD. The country selection only affects the language of text comments.
Special offers don't depend on the country. If you don't get them, please, submit a ticket to our Support Team, so they could investigate this issue.BiohazarD said:

A while ago there was an exploit that allowed people to get extra discounts on crystals by using currencies that have devalued since the exchange rates were hard coded into the game, so now the only currencies available are USD or Euros. So if you choose a country that doesn't use one of those two, the game will automatically default to one or the other.
