But anyways, this is definitely a trick question. General Winters never blinks, never sleeps, and never takes a vacation. We all remember what happened the last time he took a lunch break, I'm still cleaning bits of mutant off my sector...i can understand that...

No one can keep track or secure as many Crystals as well as the Bank, so of course the General would send his Crystals there for safe-keeping

Well there are a number of places he can hide his crystals. The most obvious answer would be his mattress but the other commanders would know this! So he must find a new place to hide it.
He tried to find a place in his attic but it was too dark and he wouldn't be able to find it again. So he went into the basement and tried to find a place to store it but it was too damp. So he had to find a place that was JUST RIGHT...
