Camp building is the only single copy structure that can benefit more being lower lvl in some situations. Not being able to demolish and adjust its lvl puts a burden on some players taking away flexibility, also giving a hardship in events participation. Possibility to downgrade few lvls will open new opportunities for players, especially in KvK4 during towers event.
