Does this mean I can reload the food stack a thousand times to this amount?

Yes, for example, in the below, the 3,000,000 food with x330 below it means 330 3M food tokens. When you go to food or click upgrade and see 3M food, each click or token adds 3M food to your stock.This offer would give you 330 of those.
