Hello, SKULLHUNTERZ
If you have noticed that the production of resources in your Town is stuck, check the capacity of your resource buildings. To do this, go to the Palace, Statistics tab and choose the required resource. According to the game rules, resource production stops when resource capacity has reached its limit. You need to upgrade the resource buildings to increase their capacity. Also you can conduct Studies from the Economic tab in the Academy to increase the capacity of your resource buildings.

SkullHunterZ, Roger has probably hit the nail on the head - you've reached your capacity limit.
You might test by sending enough rss to another player to get under your capacity limit as Roger demonstrated.
If your rss starts increasing again, this was the answer. If not, something strange going on - post here again. Screenshots of an rss' details would be useful - and a 2nd identical, enough later that more rss should have been generated.
Note that most rss boosts boost the rate of production, not the capacity. So you reach your limit faster. [Thus the studies Roger notes.]
