I was thinking that the tournament goal levels should be based more on you Orders size. If your Order has only a few members let's say 10  vs a larger order with 80-100...  The payout is the same per level for both but smaller Orders I feel should get a break on the amount needed to reach those goals(tier1, 2 ,3 etc) during Events.  The only thing that is happening in the game are more and more derelict Orders due to a  lack of interest as most everyone runs off to join the larger player based Orders or give up even trying to compete in Events.
