You've tried to attack BG lvl 60 and game didn't give you lvl 61 after ? A possibility would be if you killed that day all BG's available - the game will go further with levels in the next day.

How is the situation looking today? Are you still unable to receive additional Battlegrounds even after successfully beating level 60?

sure he did arround 12-15 rune or mission bgs and then he couldnt get the 61 mission

with the reset day he should get more mission bgs.

hope he can confirm us that was the issue
