To create a League, your Castle should be at least on Level 10.

You can create a League in Embassy > Create a League tab: https://www.screencast.com/t/sumkMWkJNVBI

You can send invitations to other Lords to join your League via the "Friends" list or by going to your Friend's Castle and clicking " Invite to League" from the Actions menu.

this might be a translation error...

but are you sure he doesnt mean alliance, not league?

to become allies,  you must visit that persons castle.......

and here's where it gets odd.  hover your mouse ove the raid button.  a menu will pop up. then you can click on become allies. 

You're right.  Lord PRESCOTTMAN could mean allies here. Thanks for noticing it :)
