Hi  yes... IF has better stats than the first one you upgrade this new one if not you either keep it for nothing either you sell it.I ve got 2 imperial hemlets as well...bad luck but i m pretty sure others   will come more and more in my inventory.

I received a double one too , and the stats aren't better than the first i had already, so i sold it ! I didn't keep it for upgrade at lvl 1 for doing Mar'eth daily  quest  because is requered too many moongold, so i sold it 😎

Yes the chest have always been random I have some duplicates also 

It is slightly better, not considering that the original was given at level 5. Just too many moon coins to raise it from 1 at this point. 

Just have to sell it and hope you get luckier next time.  Same thing has happened to me more than once, it's just how the game goes.
