Since the outage this morning (U.S Eastern time) you can send a raid but when it reaches its target nothing happens, the raid just disappears with no resources being added to the total. Also, if you send a caravan and change your mind it can no longer be cancelled. The cancel button has been removed from the caravan screen completely. Have done a couple of reloads of the game and it has not solved the problem.
