So it seems to me that when Balur fails to siege a beacon (during regular game play) the amount of DE the beacon receives is completley random, unlike Balurs Beacon Invasion where if the beacon is empty it recieves the full 30k of DE. Is there a way to force Balur to drop the full 30k of DE if the beacon is empty?

The amount of DE you get is based on the size of the attack balur sends. During the beacon invasion event the attacks are much larger, so you're actually getting far more DE but the beacon can only hold 30k so the rest is lost. I don't think you get DE for empty beacons, only when you actually defeat balur's troops.
Yes, the amount of essence received is random outside the event depending on how many troops Balur sends, but given that during the event (balur invasion) balur sends many troops the beacon fills up to the 30k limit
