That's just how the package algorithm works, if you buy an expensive package it decides you're willing to spend more so it shows you more expensive packages.  I suppose Plarium could maybe modify it so it tracks emerald and sapphire purchases separately, that way you can buy the higher end emerald packages while still seeing the cheaper sapphire ones.

Either way, I'd encourage mods and or community manager to take a look at packages whereas it is often better to buy three 9.99 packages as opposed to a 49.95 package. I am greatly satisfied with spending 9.90/99 at a time instead of 49.95 at times. Holy Bonds need a more natural way to be obtained in order to help maintain server stability between casual players and elite players.
