What are you talking about?  There are less than 100 level 5 beacons, out of roughly 800 beacons.  That's less than 15%.

They're not.    However, have patience....I'll be surprised if there are more than 40 level 5s that make it to July.

Ah ok, that makes sense.  I only play on server 1 :P

But yes, they set a cap for the maximum army size that can be sent at a beacon in a single attack.  So now it's a bit easier to hold beacons, you still need a decent chunk of defense but you don't need to worry about leagues sending like 10 billion offense at you in one hit.
