Experiencing the same issue. 

A few others in my league have stated they are also experiencing this issue. 

I have 2 castles and this has been this way since the new building upgrades stone heart bGs will not reset on both S1 & S2

for the second consecutive day, I still do not have heart of stone battlefields. I also lose each time a parchment

Completing ALL battlegrounds is not an option for most of us

I wasted a refresh Item and it made no difference either

3 days with no refresh and no scrolls ... on all 3 servers
