Hello, Lord!
The reported case cannot be classified as a bug since this is a part of the regular gameplay. You need to enlighten your Champions to unlock the new levels.

i think you have to enlighten it to get the 35 level, i dont know if only one or more cause still i dont have a level 5 hero.
try to do that
