The simplest explanation is that you are in a segment that offer those offers.
Get an Australian IP(VPN) and you will get better offers. I am not sure if this still works but I once proved it here using SA IP and UK IP

Offers are created automatically based on a number of factors and variables, sometimes even people in the same segment can receive different discounts - sometimes they are better, sometimes they are worse.

Why would you want it?
50% is rubbish
I get a dozen or more offers for over 80% on facebook servers
But every time we are tempted to buy them the price goes up and up, so I always refuse

It is all based upon your level on that particular server and how much you have spent in the past
Another secret plarium algorithm which is outside of normal game mechanics
While 50% off 5000 sketches seems good, it is unlikely to be repeated, ... and you would need to be in the right 'segment' or never see it

I haven't spent any since last summer or so, I'm getting quite good offers these days, but feel no incentive to take any of them. On another note "their best valued offer" is just shy of how much I had to pay in property tax this year (which had a much greater value for the money tbh) :p
