the teach dragon to dance feature is broken as well. my sister's dragons dance, mine do not, it is really quite embarrassing.
donate money, a million usd or euros might get their attention. otherwise play my sister's game where her dragons talk and dance. idk the name, i would have to find out, but it's on mobile.

But idea with speaking dragon is interesting, I think. May be, one wise dragon who will be able to speak :)

Dragons don't talk.
Different publication have portrayed dragons differently. Smaug could speak in Tolkien mythology. It is unknown if Farwol was able to talk. But his children( dragons) can't talk. So dragons don't talk in Stormfall mythology and therefore in the game.
You can however make a suggestion if you need your dragon to talk
