Unable to access Castle Fortifications for Lv 2 and Lv 3
Level 3 Fortifications Arts is achieved. Cannot access level 2 or level 3 towers, sentries, etc. Only level 3 walls.

Have level 2 fortifications art but unable to build anything except one level 2 tower with one level 2 ballista. Nothing else - walls, towers, gates - will load.

could you both please provide screenshots for get a better idea what is happening
if you have discovered lost arts fortifications level x you should be able to build them

Additionally, i am not sure if this is due to insufficient Sapphires or the limit to the Fortification buildings but you should be able to build walls atleast.
Maybe a screenshot will help us understand the issue better.
Example - there can only be 4 Gate Fortification.

As per discussion, if you want to upgrade them click on the Edit button .. on the right bottom, an Arrow.. when you click on the wall it will give you an option to upgrade it to the next level..

In addition
when u enter on edit mode try to zoom max the area where ur sentrys or ballistar to upgrade are and:
on upper side to check if sentry is selected choose upgrade and this window will appear
if tower appears instead of sentry close the window and try again
sometimes is difficult to click on sentry or ballistas
