I have been playing 212 days. At 30 days I received a rune scale which i used but on the 2 following 30 day marks I didn't or at least I can't fine them. My black market shows 3 available for purchase. is that the award?

You get the Rune scale each time your Daily Loyalty Roll reaches 30 days.
In this case, you most likely received a better reward because you've passed the 60 and 90 days.
After 90 days it resets and starts at Day 1 again. Once you reach 30 days, you'll get the Rune Scale again.
If it shows available:3 you indeed own 3. Open your dragon stone menu, EDIT is top right, enter changes you want, save. It should not ask you for 2.5k sapphire to buy one.
