I have received about 2 - 3 improvement discounts and at least 1 castle appearance discount these 2 - 3 weeks.

They're still here, but the discounts are most likely random. This means that there's quite some variations to choose from, decreasing the chance on getting the ones you like, but also the ones you dislike which is possibly a good thing.
