"Help" Construction Feature
I currently have a level 11 embassy yet only get a two minute boost per fulfilled "help" request from league members. Can someone explain why this is so low?

probably because what you are upgrading doesent take long.. if you are upgrading something that takes 17 days the time boosted will go up much more than something that takes 2 hours to upgrade

So each fulfilled request is a percentage of the total project time and not a set time period (ex: 1% of 300 minutes vs. 25 minutes/fulfilled request)?

As far as I know it's 1% of the total construction time. You can't increase this %, but you can increase the number of replies your League members can give to your request.
