lord Failo is correct you have to activate your paragon in order to receive bonuses 

you can find paragon activators in the black market, at the misc tab you will see a section for paragon

they are not asking 

it just means that lvl 7 paragon bonuses allows for daily quests to be completed automatically (instant)

since you are on lvl 9 both daily quests and league quests will finish automatically 

further more 4 extra daily quests, 3 extra league quests and 7 paragon quests will be added

to know all bonuses for each paragon lvl go to paragon status and click on the lvl you desire to see its bonuses
