You receive 2% Unit Offense Bonus on level 24 and 2% Unit Defense Bonus on level 25. I.e. the Mine level 25 provides you with 2% Offense and Defense Bonus. This bonus is applied to your troops' basic stats.

On level 24 on the Bonus table is written clearly 2% Offense  Bonus and on the lvl 25 is written also clearly 2% Offense + 2% Defense. So from the table is not cumulative, its separate bonuses. From the bonus table, on lvl 25 Mine you should have 4% Offense Units Bonus and 2% Defense Units Bonus. If the Bonus it's calculated like you say then is not correct and it's confusing, so please make the Bonus table on the buildings correctly with the bonuses corresponding to each level separately, not cumulative. I have spent a lot of sketches just to find out that I was fooled by an misinterpretation of a simple Bonus Table.

I understand that it can be confusing. However, this is a part of the regular gameplay and not a bug. You can leave a suggestion regarding this case in the following thread. Our Community Managers will be able to forward it to the devs.
