Issue: the counter showing the number of liberated castles has been stuck at "15" for ages now. Must have libbed many more since i started playing the game and it's about time this problem gets solved.

There is only one right way for that counter to work. You have to manually go into the castle and select liberate to make it count. Sending reinforcements or use raid/siege to liberate won't work.
