If you can't find it, make sure you've checked all around your castle in case you've already built it and forgotten.  It might just be hidden somewhere behind another building or something. 

I have never built it, here is a screen of my castle and the menu "Command"

I think it's a bug,  I'm not the only one in my league to have this problem.

Why do I have to finish the tutorial while on server 1 I did not finish all my tutorials and yet I got it

Hi! There is a certain number of quests you need to complete before getting a quest to build a Dragon Stone. Just keep on completing mission from the tutorial and you will get it soon.
