I'm guessing A for defense, since three of the unit silhouettes appear to be cavalry. We already have access to three offensive cavalry units (Carthaginian Horsemen, Macedonian Cavalry, and Agema Horsemen), but only one defensive cavalry unit (Mounted Peltasts).

I do find it strange that you ask for only one designation. My more specific guess would be three defensive units and one offensive unit to balance out the unit roster from the Carthage update.
