Just to make sure:

• have you ever been able to activate the Phylarch? (Is see by your reg date that you have been here quite some time, but are you perhaps new to this Plarium game, or are you a returning player who hasn't used the Phylarch before?)
  
  
• Have you perhaps selected a skill for which you do not have the matching mark? (never tried to do so myself, so I'm unsure what warnings are issued by the game; will try it out when I'm in-game later in the day)
  
  
• Are you certain there are no warnings at the bottom right of your screen when you attempt to activate (these slide-in messages sometimes come and go very quietly :-)
  
  
• Does anything at all happen when you click "Activate", do you for example here the "click" (if you have sound on) ?
