I have been watching this capital for better than 2 weeks now  and its always at 10 and on fire no way with 6 players that are not really coiners can they be buying back the lvl everyday .

Yes they can if they have enough tools :)

it's possible..I know few coals who are doing that. mostly main and second coalition..and on of big players go to second coal and he spend his drachma to get lvl10 cap every day and ain coal is downgrding that cap to get achievement :)
