It depends on the level of the capital.

The limit depends on the units' food consumption not on the offense of the player or players.

The higher the Capital level the higher the food consumption limit is.

I will try to find out more info about the Capital levels and the food limit and get back to you!

Last but not least if you accept a war request from another coalition then the food limit is cancelled. So never accept war request if your capital is not strong enough! Cause with a coalition attack you can see offense more than 1 billion! And that's a normal coal attack for coiners.

And there was no war so there was force limit on the offense sent to the capital.

The limit that we can send to a Capital or Pantheon is 250 millions.

The limit that we can send to a City is 200 millions.
