there are two skills with the same name and both max lvl 20.i have the german version and it is called "Unterschritszeit".i would say "sign time" or something like that :)
Are these skills working for other skills in the univercity only or for contracts like Sparta or Rom too?

AFAIK the German scrolls "Unterschriftszeit", translating to "Signing Speed", apply to city agreements. The concept of "signing" is used only in this context. Which other skill in the Academy by the same name are you referring to?
I would suggest staying in school and learning how to spell University...Please be more respectful to other players.
