Because the amount of resources required to be burned to reach that milestone FAR outstrips the tiny reward offered.

Its based on league size. Big leagues have much larger marks to hit. I am in a small league in stormfall and ours is 1/10th that. Then again we are under 20 players. Same applies to pvp.
Both games are almost identical except for skins. So that's my input .

If your Coalition has 100 members, it's just 5000 per member. Let's not forget that you need to combine your efforts :)
