Not sure I want the higher level players to have even more high level units... I think the entire game balance can be affected if you change some of those parameters.  The % build time reduction with scrolls is the same for all units as far as I can tell.  If you want Promachos to build much faster with 50/50 scrolls then all the other units should be equally accelerated.

I imagine being raided by a level 80 player with 5000 Promachos instead of 3000... I think it is just fine as is.

you will more likely by raided by 50 000 promachos, but by player who doesn't raid resources...hmm how is that possible?

if game would be fair, then who raid most resources would have biggest army, as it takes time to do such daily chores and it should be rewarded.
