Include separates stats for total defence in capital.
Only heg can see this but can select members of coal who can also see the stats of capital but only at polemarch level.
Remove view of all stats below polemarch level with heg having facility to select ones below polemarch who can view these stats.
This will reduce opportunity for spies in coalitions to pass on stat information to other coals.

2) and 3) yes, remove the view from all stats except the people selected by Hegde. I don´t think rank has to be attached to view... just the authorization from Hedge should work.
Also, I have been thinking about another issue... We are facing now the falling of several 20 level capitals. The thing is that once you downgrade the first level, there is no way that coalition is prepared to send more defence to keep it on a high level... There are a lot of Unions and sister coalitions that would like to help with that, but they can´t because of seven days rule.
What do you think of extending the possibility of downgraded capital levels every 10 days? Or to allow new members to enter defensive troops in capitals without having to wait 7 days? 7 days, today, are 7 levels of capital ...
