He is right lol, he is completely free to raid it.

Though it is better to spy first to make sure the city is worth raiding, so as not to bother the besieger if it's not the case.

as far as I am concerned Farms are open, if its an ally scout first to check they havent trapped it is courteoous otherwise, free for all, makes me laugh when people get all posessive about them and that generally means their MAIN city ends up on my farming list as well :p

In theory, you can raid whomever you want. It's a free for all game, of course with certain actions comes reactions.  Our diplomacy system has worked great for us for almost 4 years now:

Ally's: everything off limits unless asked for permission

Status of peace: Members cities, capital and pans off limits but everything else is fair game unless it becomes a diplomatic nightmare.

I know others don't think this is how it should be but if we make diplomacy with any coalition, we agree to terms first and if it is broken and nobody seems to care, we drop the diplomacy and move on.

i have 9 players from different coalition raiding my farms and with one message i can get def units to my city from all of them once there are online so i dont end up on anyone farm list like some of u say 

farms are the most valuable thing in the game more than even coin if some of u dont know and think are are free again 

and someone ask what i mean by lost good unit because i fight other players till they leave and i get their city as a trophy and i def them to make sure i can end up in top ranking to earn my coin freely

If you want to besiege cities that are popular with everyone, it's your game choice, but you're not the only one on the spot. The opponents (and even your allies) will not hesitate to attack your seats to please you.   

Be aware that a free (un-besieged) free city is less likely to be attacked than a besieged city. 

Why ? Because the other players will think that it has already been attacked and will be much less motivated to make a possible recognition, then attack it.   

If you want to enter the ranking of the seats I advise you to besiege very low level cities, those which were not created "illegally" in series.
