It's not units production. Looks like this guy is playing facebook-Sparta, Stable and other units-buildings can be upgraded there up to 20 lvl, we on plarium.com portal are way behind with game updates and new features.

You're right MISOTISA, it's an improvement and this player plays on the FB platform.
The improvement of the production buildings serves to increase the experience bonuses of the units.
