I currently have enough upgrade sketches to raise my infirmary to level 14, which would qualify me for the first bonus (which is a increase from %30 revival to %35/30 revival). What exactly does that increase do for you and why the sudden appearance of 2 sets of numbers? Just don't want to sacrifice all those sketches for a bonus that isn't that powerful.

the 2 sets of numbers are for offense and defense troops
you will only ever get the 30% of defense troops back - but if you upgrade the infirmary you get more offense troops that are killed when your city is attacked
many feel this is not a valuable upgrade as most keep their offense troops in their acropolis
it does become useful if your acropolis is not maxed and new offense production is left out of the acropolis until you log in again
if you are clearing a siege on your own city - yes you do get your offense troops back for free in the infirmary :)
and it is useful if someone manages to out maneuver you and attack your troops just as they return from an offensive operation

It's up to everyone's personal preference as to which buildings they should upgrade with the sketches earned or bought.
Personally I haven't leveled up my infirmary since I find it useless (at least for now).
I preferred to upgrade my production buildings and my acropolis due to the way I play the game.
So it's up to you to decide whether to upgrade the infirmary or not!
