As a defensive player, troop speed was never really on my front burner, always opting for training speed as the better investment. As to the increments when applying scrolls: yes, they are small but when I began playing there wasn't much choice. With the Amphitheatre this changed dramatically, where 25% increases in both training speed and unit speed are not only possible but much easier (and quicker) to upgrade.
