Hi, guys! In order to receive low-level PPs you  need to:

- Have 60 or less PPs in your Oracle.

- Don't overload PP tiers. For example, if you have raided Offensive PPs and had let's say 90 PPs in your oracle, then decided to raid low-lvl PPs. You have cleared them all, and now you have 60 PPs of lvl 70+. Which means that high-level Tiers are now overloaded and you need to clear your high-level PPs in order to start receiving low-lvl ones. 

The good news is that our devs are considering a small fix here, so you could receive low-lvl PPs even if you have overloaded high-lvl tiers. But unfortunately, I don't know when or if it will be implemented.

Are the DEF/OFF pp counted separately?  I always get new OFF ll's.

I have just counted that I have 48 pp levels in total, including two quest levels.  I have less than 60 pp levels now and have had so for the past few weeks and yet I never receive any new DEF LLs. My lowest DEF level is 86.
