Hello. You can apply the resources from your inventory, and raiding cities. You can check your Coalition conflict tab so you will see how many points you will get. Just check my screenshots.  Please feel free to tag me if you want any clarifications

 You are welcome 🙂It is up to every player how high he or she wants to upgrade them, but to play the Persian positions we have to have them full of resources. I am giving you a screenshot of my storages. I have 1 warehouse on the 30 level, one on the 24 and the 3rd on the 23, so you can calculate what level suits you more.
