Sometimes, the Hegemons don't know in what way they can give the privileges to their selected members, to be able to recall the units from pantheons, if there is a need. Here is the way to give them the privileges. Be advised that if the hegemons give this privilege to their selected members, their members can recall the units from your capital as well. I give you the way, but the choice is yours.
