Is it possible to change my player's name?
I've noticed a player's name changed to "User Deleted" lol.
So now I'm curious; thought we were locked in to our names and can only change our General's name.

Depending on the platform you play your game.
If you play on browser as you have a nickname you can always log in and change your profile name, if you play through Facebook then unfortunately there is not yet an existing option to change your name as it is linked to your account from Facebook which are using your real name.
Some accounts may be deleted as a result of GDPR, and any player who is not active for 3 years, the account will have the name removed but you can still raid the city as usual.

there is one other option I believe, you can request for your account to be deleted and therefore the name "user deleted" is given instead to that city

If you wish to delete your account, please open your game profile here. Then, select "Profile" -> "Profile information" -> "Edit". Afterwards, use the "Delete account" option. Like it's done here.
In case you decide to restore it, you will have to use the link sent in a letter to your e-mail. Good luck!

Most likely that those accounts violated Plarium's Rules by using prohibited/offensive names of their Cities and ignored our warnings.
