The bonds are issued randomly. You can receive them from the further battles.
The reported case cannot be classified as a bug since this is a part of the regular gameplay. I have moved your topic to Game Discussion thread.

That's nothing, my coalition member is really lucky, today got holy summoning bond after hitting warlord, althought he didn't got grade V guardian from it, but days before that he got epic summoning bond, and few weeks ago also epic. This way he has 3 grade IV guardians.
My only advice would be to match Guardian's strenth to Warlords strength, kill Warlords every time, you only get a chance for summoning bonds when you defeat guardians, not when you 'nibble' higher lvl ones. But Onda was doing it this way, and he didn't got any bond either way, but of course Plarium thinks that their game code is spotless and there are no such thing as bugs or glitches...

Then you haven't fought warlords a lot... The average is far higher than 1/100 warlords defeated. Maybe 6/100 to 8/100. I often battle 500-1000 warlords in one session so I have a pretty good statistical window to measure this by. If you fight just 10 battles (one charge) at a time your statistic window is too small to really measure an average. Your view may be skewed by frustration of "long" dry spell.
