You say that even if you refresh some things do not change ?   

Do you have a good network ? This may seem like a silly question but most of these problems come from good or bad reception often.

My connection is ADSL 24Mbps and it is very stable and never had problem except one time that the router had problem and replace it with new one.

If my connection/network had problem then it would affect all Internet activities not just this game.

Another strange issue that i replicate more than one time : 

I besiege a city, i go to the city thru report and the game let me raid the city or sent a spy, of course nothing happened and the units just reinforced the city.
