This can happen sometimes due to the cached information in your browser. That is why restarting the game or clearing cache helps to fix it. 

I see a bug about request help coa. 

Some of guys of my coa see my request ( from near to very far distance - over 100 miles).Other guys don't see the same request!

I don't see conditions of any tpe on coa guys city to respond at my request help on emporia. So htere is necessary a bug ( it is not linked to distance and not to buildings).

You are right. It must be caused by different levels of players and it is not a bug.
