When I go into the operations page, I cannot get to any of the fighter ucav tasks. Nothings loads. I have reloaded the page and I have cleared my cache repetedly. Nothing works. This has been happening for over a week now. What is different?

i have two players in our combine who cant find ucav deck to build is there a bug ?

There is no bug. Those players need to complete the tutorial to have the ability to build UCAV.
