I can´t complete the tutorial quest to get Mr. Blacks reinforcement

I´m level 51 by now, the bug might (possibly) be triggered by deleting the report too fast/deleting it before accepting the tutorial mission manually. - I´m using the plarium app.

Edit: I don´t know if it´s related, but it seems like this quest is a requirement to build the UCAV Deck(?) (atleast I can´t find it anywhere/build it)
