Why unable to expand the combine?

Please explain.

Commander...It says that your Combine has expanded all that it can,,,According to your screeshot your Combine limit is 140..Thats as high as any Combine can expand...This does NOT mean that you have 140 members..but that you have room for 140..If your current Combine Members is ( for example only ) 120 you have 20 vacant spots .

Other combines have upto 150.

why ours is 140?
